I'd not think so. When we signed sanog.org back in July and asked folks
to run tests from their home/work networks at the last SANOG
conference(1), results were a big mix. and I tend to believe that  very
few of these networks were running old, forgotten
gateways/routers/firewalls in the path. Benefits of fairly new builds in
much of the region. So, the problems were mostly due to configuration
imposed limits or new but cheap Chiwanese hardware.

What Monsieur Bortzmeyer said about well informed communication being of
help with regular sysadmin and netadmin folks, I agree.
