[dns-operations] Guidance for signing zones aimed at operators

This document started out as guidance to a registrar that is also
a DNS operator, it has evolved into a more general advice for
certain type of zones.
The target zone is: 	
	"small" contains few names all public and/or easily guess able
	"low-value" i.e. this is may not appropriate for banks.

Send feedback on how this can be improved and the scope be better
defined.
