I think it's worse than that - my guess is that the majority of boxes with this problem are likely to be old, forgotten, and essentially orphaned, and that when things start to break, a lot of investigative work will be required on the part of many individuals/organizations to rediscover them in the first place, prior to determining the actual problem.
