I had a quick look at this.

At the moment there is no 'domain' object in the RIPE database. This means that
the holder of this block did not provision any reverse DNS zone for it. So yes,
NXDOMAIN is the expected behaviour.
Another example is 150.184.93.in-addr.arpa, which has the appropriate 'domain'
object in the RIPE database. This one works just fine.
