[dns-operations] ISC DLV broken?

Patience is good.  Worse than an outage is a premature assessment of 
what went wrong.

Once upon a time, in the early days of 10BaseT and blade servers, one 
group on center was deployed on a bad card.  The engineer on site 
made a flip comment to the group's grunt engineer "maybe if you were 
on the B backplane and not the A."  From then on we had to keep them 
on a B backplane, maintaining a separate set of spares, etc., just 
because the group believed the voodoo.

It's worth the wait for a root cause analysis.  This isn't a 
$media_news_agency.
