[dns-operations] .PRO does not send referrals for some query types?

The domain gandi.pro exists, you can query A, NS, etc.

But SOA queries yield neither NXDOMAIN (of course), nor referral:

Before trying to get a listening ear at the .PRO registry, I wanted to
check here: it seems a bug but may be there is a legitimate reason I
do not know?
