I believe some implementations, particularly at least some, maybe all,
from Microsoft limit the maximum TTL cache time to 86400 seconds.  I am
not sure I'd classify that as a bug, but that might explain some of the
higher than expected number of queries at the old L-ROOT than we might
expect.
