It it were only for the priming query, old addresses wouldn't see the
amount and characteristics of traffic that they do see.  So, there
appears to be a share of the resolver community that doesn't correctly
bootstrap (aka "prime").  How would this group be educated to switch
to the new "golden" addresses?
