[dns-operations] DNS vulnerability: lowering risks by forwarding?

Hello,

A very practical question: would a (potentially open) resolver be less at risk 
if it forwarded all the queries to a 'good' resolver?

Obviously it's not a solution, but I'm trying to figure what I could possibly 
tell a community where almost everyone is on vacation for 2 months now... 
(besides 'upgrade now' which will be ignored by some...)
