[dns-operations] Root delegation changes for org

Colleagues,

Afilias would like to announce a set of root zone delegation changes  
relating to top-level zones under our control.

There is no action required by any operator, although those in the  
habit of checking particular hard-coded nameserver sets for service  
might want to update.
