[dns-operations] ODVR now supports IPv6

A copule of people asked about IPv6 address for OARC's DNSSEC
validators.  I've configured and tested them.  The web page
https://www.dns-oarc.net/oarc/services/odvr has been updated, but
here is the relevant info:
