I suspect that you already found the best source of exclusions on
that delegation-only.php page.  AFAIK, there is no simple way (short
of a zone transfer) to tell whether or not a particular zone contains
non-delegations records.  So we'll have to assume that ISC will
keep that list up-to-date as people notify them of any changes.
