[dns-operations] Advisory - L.ROOT-SERVERS.NET changing to 199.7.83.42 on 2007-11-01

83.7.199.in-addr.arpa zone is delegated from ARIN to
[ab].iana-servers.net.  But currently, a.iana-servers.net returns
SERVFAIL, and b.iana-servers.net returns referrals of root zone.

So, I think it is a typical case of lame delegation...
