[dns-operations] dnscap V1.0-RC1

is now in anoncvs.  if it still compiles and runs everywhere, i'll make a
tarball and put that in a persistent location.

note, i've rescrambled all the command line option letters to make them
more consistent with eachother and with common meanings in other tools.
(i had to add -v to make -x be invertable like in the grep tool family.)
