[dns-operations] announcement of new tool -- dnscap

Works fine on FreeBSD and is now a port:

        http://www.freshports.org/dns/dnscap

(Please give the source files version numbers so its clear when
files are updated)

For a moment I was hoping that it would give dig-style output :-)
