It seems to be documented on the CENTR website.

Go to www.centr.org, select documents, and under "Most Recently  
Added" it is the first document on the page.

Claims to be running with 70+ tlds including .com and .net. I must  
have missed notices about it, it seems to not be the kind of thing  
that would have ben operational without some general awareness, so I  
must just be myopic.

Anyone?
