There isn't currently any ARIN policy that specifically mentions  
anycast.  There is, as Rodney mentioned, a policy for micro- 
allocations for Internet infrastructure (including TLD/root  
operators) that gets used for anycast instances.

There was a proposal for a new anycast-specific policy (2006-5) but  
it died at the spring meeting in Montréal due to lack of consensus to  
move the proposal forward.
