[dns-operations] Invite someone to the list

Hi:

Which is the procedure to invite someone to this list?
I'd like to invite Gustavo Lozano, responsible for operations at NIC  
Mexico (.mx).

Among several projects, he is working in a DNSSEC testbed and they have  
anycast deployment, besides their experience in DNS Operations.

I will it would be fruitful for everyone count with him.
