[dns-operations] .pro oddities

The .pro operator uses some very strange DNS setup.  A query for
law.pro/IN/SOA returns NOERROR and a SOA RR for law.pro.  However,
there do not seem to be any NS records for law.pro in that zone.
Instead, there are NS records for law.law.pro, and the servers return
referrals to themselves for name such as a.law.law.pro.  

Does anybody know what's going on?  It seems to me that the operator
has erroneously attached the NS records to "law" instead of "@".
