yes, that's true, but since the stub resolver is only talking to a small
number of caching/forwarding recursive name servers, one expects that these
servers are "close by" and "usually reachable".  the place where one needs
history and RTT sorting and so forth is in these caching/forwarding servers,
not in the stub resolvers.
