Indeed.

The TTLs in the .ES zone are relatively low, 3600 seconds.  Probably
this increases the global impact of a 1:57 hour outage of that TLD.

Although the TTLs of the RRs in a TLD shouldn't matter that much,
should they?  It's just glue after all... hm, I guess this is a good
opportunity to read draft-pappas-dnsop-long-ttl-02.txt.
