OK.
There were other roots with something similar, which is why I thought it was
something that applied to everything:

I'm not sure how or why it ended up this way but the three YYYYMMDD
directories correspond to "LAX-new-L"
In other words, this should probably happen:
$ cd RAW/icann
$ sudo mkdir LAX-new-L
$ sudo mv 200803?? LAX-new-L
DW
