This seems OK to me. It's legitimate operational concern.

I'm in favour of a less strict policy. If someone actually knows about 
this mailing list and understands what it's about, then I'm sure they 
are also able to contribute. Opening the list to everyone without 
moderation would probably attract spammers tho.
