[as112-ops] List subscription policy

Hi folks!
When I took over moderation of the list, the stated policy was that
subscribers are expected to be current operators of AS112 instances, or have
an intention of setting up one (ore more) imminently.
Often those requesting subscription never respond to the request for info.
Occasionally we have subscription requests from people who are simply
interested in the project.
This week there was a request from a someone at a large public resolver saying
they thought it would be a good idea to follow the discussions of AS112
operators and potentially share resolver-side observations... which seems like
it might be a good justification for joining the list.
I'm not sure how much the existing policy was based on some consensus view, or
if it was just the default way things were set up.
Does anyone have an opinion one way or the other on whether the subscription
policy should be changed?
If you think it should be changed, how widely do you think subscriptions
should be opened up? (i.e. what criteria do you suggest?)
