[as112-ops] new mattermost channel

Hello Fellow AS112 Operators,

As you may know, DNS-OARC operates a chat server (aka mattermost) for 
its primary community. Last week somebody created a channel for AS112 
discussion on that server:

https://chat.dns-oarc.net/community/channels/as112

It's not an official channel or a must join or anything, but since it 
was created without much fanfare, I thought I'd create some fanfare 
myself...
