I don't entirely know what "locations" means (vantage points?) but if there are particular actions you would like to see from particular operators it woudl probably be helpful to say who they are.

As a worked example of why delegation of new zones to the AS112 servers is error-prone and annoying I think this is all quite useful.

I don't see a problem with mentioning operators by name on this list. That's kind of what this list is for, to coordinate response to problems encountered with the system as a whole.
