[as112-ops] ROA for AS112 prefixes

Hi Aleksi,

I'm forwarding this to the ARIN Advisory Council for discussion.  I don't have high hopes for ARIN being willing to do this for a variety of reasons, not the least of which is that I honestly don't know if ARIN has any existing contractual relationship with DNS-OARC -- I would not expect any RIR to issue a ROA without at least a contract in place with the organization requesting it.  But raising the profile of this problem is worthwhile.
