So "long time ago", as customer of "large network" connecting in 
London(UK) my packets to a root server were sent to Thailand. I strongly 
believe to a customer of "large network".
If the customer would advertise with the NO_EXPORT community, it would 
still get the same result. my packets would go there.
Whilst surely the root server was also available in Europe (I think it 
was the first that was in Europe, iirc)[1] and probably was at that time 
also present in London.

the pun that the remark started with the root letter was not intended.

So: the big player peering of "golden prefix" would have saved them some 
transport cost, and "cost them" less traffic to a customer (they want 
more), but made another customer (me) unhappy because of latency...
