[as112-ops] New AS112 node (sort of)

Thanks.  I put together an LOA under my TorIX hat and referenced the
RFC's.  Once of our transit's upstreams has accepted it and the other's
having balked so far, so it doesn't seem to be a big deal.  If I run
into problems, I'll document those in this thread for posterity.
