[as112-ops] New AS112 Nodes

Hi all,

DE-CIX will start operating AS112 nodes at DE-CIX New York City (New York City, USA) and DE-CIX Istanbul (Istanbul, Turkey) on 2017/10/12. The AS112 nodes peer directly with the route servers (so, no transit AS) and are available to all peers. The AS112 are only reachable via the IXP peering LAN (so I suggest no unicast addresses should be published as reachability is limited).

Could you please list the new nodes to the website?
