[as112-ops] Discovering AS112 nodes via RIPE Atlas

Hi Barry,

John Heidemann at ISI tried to count the number of AS112 nodes using open resolvers back in 2013. He wrote up his methodology here:

They found 65 instances using 300,000 open recursive servers.
