We explored using DNAME for this particular delegation as part of the
review process. In discussion with the IAB, authors and others we came
to the conclusion that manually configuring delegations is the most
practical approach.

The reason for this is the .arpa zone is served by the root servers,
and thus to perform DNAME processing and publication for the first time
on the root servers we believe would necessarily require exceptional
outreach and planning prior. We are also exploring options for
potentially separating serving the .arpa zone from the services provided
by the root servers. However waiting to make any significant progress
in these areas will likely leave the home.arpa delegation waiting much
longer that folks would like.
