In particular, any change to root zone management procedures is going to run up against the ongoing process of changing the nature of the IANA Functions from a government contract to something new.

Just curious, who is more concerned about queries under .LOCAL being sent to AS112 operators than they are about queries for RFC1918 nets being sent to the same place?
