[as112-ops] AS112 node in Phnom Penh, KH

For your information: 

Sabay Digital Corporation is currently testing a new AS112 node located
at Phnom Penh, KH (Cambodia). While the node seems to be operating
flawlessly, the IPv4&IPv6 prefixes will be withdrawn 1 hour from now for
analyzing and tuning the server. Permanent deployment will be on
Thursday 2015-10-15. 

The node is visible to all members at Cambodian Network Exchange (CNX),
an IXP operated by Sabay Digital Corp. At the moment the node does not
have publicly routable IP addresses beyond the anycast prefixes, so no
public DSC statistics for now. This may change in the coming week before
the deployment.
