[as112-ops] season's greetings

There's running code for the as112 authority server. As far as we can tell, no resolvers need modification. 

If you like the draft, it'd be great if you could say so on the dnsop list -- we've asked the working group to adopt it, and the more support appears there the more likely that will happen.
