We could certainly try to interest PIR in the problem. However,  
Afilias (as provider of technical operations to ORG only) has limited  
capabilities here; we do not speak for ORG policy or make contact with  
ORG registrants. Anything that would benefit from communication with  
registrars is certainly feasible, however.
