maybe I have to biased at least slightly, but I think asking for the delegation
is a bit premature. As we discussed in Prague, the AS112 anycast cloud and
the "AS112 in a box" (Mark's draft) are different in that the first makes
removals easy where the latter prefers additions.  Before the delegation
goes to "blackhole-?", shouldn't we first agree on a default behavior for
unrecognized delegations?
