The other avenue (which was discussed at the dnsop meeting in Prague)  
is for the IETF to instruct the IANA to perform the delegation. This  
seems a preferable approach to me, since it leaves a paper trail, and  
the interaction with the IANA would then take place within a  
recognised channel.
