we ask john crain and/or david conrad. there's no officialdom in place for it.
(previously, bmanning and jbrown had done the same, before AS112 existed.)

it's possible that AS112 needs its own nonprofit corporate framework, or that
ICANN ought to sign paperwork with each of us, or something.  that could take
a long time to settle.  we'll see.
