I agree - hard to see where the downside is.

Good luck with getting that through in China, though :)

The other thought that occurred to me is defensive filtering at the 
peering point - i.e. I won't accept packets from someone unless they are 
announcing that subnet to me - would that work, or is the BGP too weird 
for it to be that simple?
